The Ministry of Education issued this year's first warning
regarding overseas study, reminding people who plan to study overseas and
overseas education service agencies to be prudent about selecting or
recommending overseas university preparatory courses.
According to Chinese students who study university preparatory courses at foreign universities, some were denied access to professional colleges and departments in October 2009, even though they had passed the exams after studying language and specialized courses for 1 year.
They were required to register in the university's distance education college. Since then, many Chinese students have gone to college to study preparatory courses through 6 overseas study service agencies including Beijing-based JJL Overseas Education Consulting and Service Company, Shanghai Educational Information Center for International Exchange, Shanghai Shangshi Overseas Education & Trip Consulting Service Company, Zhengzhou Dahua Education Consultancy Company, International Exchange Center of Shandong Foreign Affairs Service, and Overseas Study Center of Jilin University. The preparatory course project was in fact terminated at the end of 2008.
When universities checked the registration information of the students, they found that related registration materials had been forged by a local overseas Chinese with foreign nationality.
The problem of admission for those students has already been solved, but the situation has revealed some problems in attending preparatory courses in foreign countries. Regarding this, the Ministry of Education offered some warnings to people planning to go abroad to study and for relevant agencies.
First, the application process for preparatory courses is different from that of standard universities, and being admitted for preparatory courses does not mean admission to university study with the examination waived. Some preparatory courses are language training, the study of which does not gain you credit, let alone obtaining the diploma and degree certificates.
Second, people should choose institutes with guaranteed teaching quality and a good name. The Ministry of Education via www.jsj.edu.cn published the names of 15,000 foreign universities in 33 countries which boast stable teaching qualities in 3 batches.
Third, agencies for those individually financed who wish to study abroad, should strictly abide by the regulations prescribed by the Administration Regulation on Intermediary Agents for Individually Financed Study Abroad, and cooperate with authorized foreign institutes with guaranteed teaching quality.
